I am unfamiliar with all software so please pardon me. I have a PSR600 and was looking at the Uniden SDS100 which uses something called Sentinel. If I were to upgrade what would be a good software choice to transfer programming? Is there one that will do both?

No, there is not. Two entirely different programming theories. Your PSR600 uses O.O.S., Object Oriented Scanning. The forthcoming Uniden SDS100 uses D.M.A., Dynamic Memory Architecture. Either method can program a scanner made for the specific type of programming, but data entry is totally different. No common field structure other than, perhaps, the text tags.

The SDS100, as with other Uniden database scanners (HP-1/-2, 436HP/536HP), is programmed via Sentinel, and alternately other programs will be possibly updated for it, such as ProScan, or a program from Butel (the ARC software series).

You are better setting up from scratch in the right software because both software packages are specific to each radios settings.

The programming theory is completely different in the two software packages.
