First off, I know nothing about programming Radio Shack scanners. With that said, the Salem County System is a Motorola Type 2 (UHF) Trunk System so you would have to set it up as such, whichever way that is done. It's definitely not a conventional system.

There is some of Salem County that is conventional. I have them set up on my 996xt.

Now I'll have to double check that I didn't miss anything.

Oops. I went straight to the bottom of the page to the trunk system information. How I never saw the conventional frequencies or never even bothered to check is beyond me. (Sigh). A major senior moment!

With that said, I guess the OP would have to create two systems, or banks, or whatever Radio Shack calls them, one for conventional and one for trunk. Someone who has RS scanners would have to answer that question.

Yes salem county has some conventional frequencies but unless you are monitoring lower alloways creek or salem city, most of the emergency responses are om the 500 trunked system. Not only will you need the frequencies (use all frequencies as salem county changes their control channel daily) but you will need to put in the base and offset frequencies as well. Someone else who owns another pro-197 can help you there. If you really want full coverage of emergency services in salem county youll want to also program the NJSP 800 system in your radio since the state police patrol many of the municipalities within the county. Hope this helps.
