Severe Amateur Radio Interferance

For the past few months I kept hearing some voice in the background on my phoneline "RADIO Check!" "HEEEEEEE OOOOOOOOOOOOO HHHHHHHHEEEEEEE" "RADIOCHECK" "988" and stuff about "Dallas Texas" "Rowlett Texas" "444 Dallas to..." "579"

It makes it really difficult to do my work, i am on the phone all day and its really distracting at times. I finally thought to dig out my Pro-95 scanner and flipped it to the CB Band and started flipping through the channels. I can hear this guy on 5 or 6 different CB channels! On a couple of them the transmission is so strong and loud the radio cuts out (not like static, but its really loud and just stops as opposed to the other channels where I can hear him in the static background).

What can I do? Is anyone else around the Rowlett or Rockwall area thats able to hear this same guy?

This sounds like it is not an amature radio operator rather a CB Jerk You said I can hear this guy on 5 or 6 different CB channels! You can contact your local F.C.C. office for help..

Not there, but I just stopped in and read your post. There needs to be someone with a CB mobile and directional antenna to try to find that jerk. He would be a great catch for the FCC! All the best with getting him taken off air. Sounds like he's running 10KW or better by what you've posted.

First and foremost CB is not Amateur Radio.
Second you can file a complaint with the FCC give them as much info as you can.
Other will have more info for you.

I'm in Dallas. Do You have the frequencies you are hearing them on? NOT the CB ones HAM ones and maybe I can pick em up as well

From a non-enforcement angle, you can try creating a choke on the phone line to knock down the RF getting into it. While I doubt this guy is running legal, i have had intense telephone interference from legal stations. Phone cords love acting as antennas.

I think I found the house that is causing the problem. Its right around the corner, never noticed their GIGANTIC antenna tower there. Gigantic to me at least, its about 1/2 again as high as the house, and the dipole antennas on there look to be several feet (maybe 5-10 feet, its hard to tell from this distance).

So far I can't tell what HAM frequencies he is using, There are too many to scan for me to be able to tell. I know there are some scanners out there designed to pickup any frequency transmitting locally but all i have is an aging Pro-95.

So far the only frequency I am able to hear it on is channels 25-35 on the CB section of the scanner (I can grab those frequencies later, but I was assuming they are standard?) and of course on my phone as well.

There is a long run of phone cable in the attic, this could be why I hear it on the phone, but that wouldn't explain why I could hear it on multiple CB frequencies, thats got to be a pretty powerful signal.

What is a choke and how can I cut the RF out of my phone?

It has been my experience with the FCC that you pretty much have to do the ground work of direction finding and verification before you hand it off to them. It sounds like you may have tracked it down. You are likely not the only person having trouble. So this operator needs to be reigned in.

Consumer devices such as telephones shouldn't pick up RF. But they are not specifically designed to hanled near field RF. In the short term, you might try installing a RF filter: Here are several suggestions that are available at your local RadioShack:

Snap-Together Toroid Choke Core-2-Pack - RadioShack.com

I recommend the last one as it allows several turns of wire.
