There are lots of receivers that can cover shortwave and "scanner bands" in one unit. However scanners in general act much different than a radio. Naturally if you need any trunking or digital scanning needs, you won't be able to do that in a communications receiver.

iCOM and AOR make excellent radios.

Icom PCR-1000, and 1500,and 2500, not to mention AOR... although not too familiar with AOR units....

Take a look at the Uniden BR330T. It handles shortwave frequencies, but lacks SSB capability.

Looking on ebay, you can find the Yupiteru MVT-7100 its a pretty good wide band receiver with fast scan rate, lots of memories, covers AM/FM/WFM/SSB of course it doesn't do trunking. But if you want it for conventional scanning and shortwave, its a good little handheld.
