Should I be able to hear myself on shortwave?

SWR just indicates how well adjusted your antenna is to the frequency you are using. Some radios get really unhappy with a 3:1 VSWR and some could care less. I'm not familiar with your particular radio so I can't offer more than a suggestion that you adjust your antenna to reduce the VSWR. I don't see in the thread what antenna you are using, exactly, but you have ways of tuning almost any antenna. One thing a Ham who wants to use HF - any HF band - has to learn is how to adjust an antenna.

Also, it's possible you're suffering from RF feeding back into the radio, partly due to VSWR and partly due to proximity and/or picking RF up on the wiring of your setup. Reducing the power way down while you listen will tell you that, if the signal clears up with much lower power. You may have to move things around and look at improving grounds, etc. to fix an RF feedback issue. The more some of us know about exactly how you're set up, the better we might be able to assist in getting things to work the way you want.
I have a G90 and a 1/4 wave dipole I made. I have it hanging just below the gutter of my 2nd story condo belcony. I don't have many options for hanging it, is the thing. I did finally, after a few weeks, make two contacts today. So yay, I guess. 🙄
