It is a jumper cable that is attatched to both rails...

It indicates to an automatic signaling system that there is something in the block ahead.

It will drop cab signals and wayside signals

The rule used to only apply in ABS/TWC territory. I have never seen a rule where it is required in CTC.

I'm not familiar with MOW rules so idk where its required.... I could see where it would not be required as protection in CTC could be provided by the dispatcher.

The reason that I asked this is because of an ruling the I saw on the National Transportation Safety Board regarding an accident. Apparently there was work in a rail yard and a train entered the work area killing several workers. The ruling was that there was no shunting device in place and the striking train had a clear signal. Thanks for the explainations.
