Signal 1000 Sacramento County

Not sure what this is... on Sac County Sheriff, they are always putting out "signal 1000" calls, with references to "bait" and the signal being "hot"at several locations. The locations are always the same, usually a hotel or shopping center. Thinking maybe LoJack car stolen signal, or maybe some kind of Homeland Security thing monitoring radiation.
The mobile units give signal strength in "bars" as they drive around. It doesn't ever seem to be related to any particular car theft report though.
Any one here know for sure what this is all about?

City PD calls it Code 1000, but they're the same thing. It's the ETS system (Electronic Tracking System), which we've talked about before. It is NOT Lojack, but operates on the same principle (a hidden transmitter is picked up by stationary and mobile receivers, which triangulate to locate the transmitter, and the item it's hidden within (often a car or item of value)). The reason the same locations keep going hot (Bradshaw, Sunrise, Sheraton, Madison) is because there are towers at those locations that pick up the signal, and relay to the Communications Centers the strength signal they're receiving.
