On my police scanner, the frequency coverage begins at 25 Mhz.. If I switch the mode to AM, will I be able to monitor the upper spectrum of the shortwave band?

You will be able to pick up mainly cb radios in that range in am mode, im not sure if you will pick up anything else.

When the bands are open that high! Right now, I don't think there are any shortwave broadcasters with programming that high, but when the next solar cycle peaks in 5 to 7 years, that will probably change. You should be able to hear the CB'ers on 27.185 AM just to see if it works.

I do actually get CBers on there around upper 26-lower 28... I know the scanner is not an ideal radio for HF listening, but i was just curious if it would work...

There used to be a few international SW broadcasters who used some freqs. in the upper 25mhz area and on AM. Don't know if they're still around but you will have to wait for the advancing next solar cycle which is just recently headed back up from the last bottoming out point. There's a yearly updated book called Passport To Worldband Radio that lists all the stations and their frequencies. I don't know if there's an internet equivalent to that or not.

Then you have 10meter Amateur (ham) Radio repeaters, again hearable if you live near one or when the propogation comes back. They use four channels I believe which are 29.600, 29.620, 29.640 and 29.660. These are on FM.

The simplex AM 10meter ham frequency range is like 29.000 to 29.200 and thereabouts.

Every spring and summer the E skip propagation kicks in. Then you'll hear the CB freebanders all the way down to sometimes 25mhz. Be patient.

You will also find some Remote broadcast transmitters also in this range or close in the 26 mhz range using WFM modes. In the past during high points in the solar cycle I have heard Shortwave broadcasters also..
