To anyone looking to acquire commercial radio programming software:
Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. All requests will be deleted and a forum infraction issued. Making a request such as this is attempting to engage in software piracy and this forum cannot be involved or associated with this activity. The same goes for any private transaction via Private Message. Even if you attempt to engage in this activity in PM's we will still enforce the forum rules. If you are having trouble legally obtaining software please state so. We do not want any hurt feelings when your vague post is mistaken for a free request. It is YOUR responsibility to properly word your request.

The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Looks to be a Motorola APX6500 or APX7500, the exact model number would be on the top of the chassis on a black laser etched tag unless it's been removed.
Most likely programmed by the authorized agency as it has ADP encryption active. Not a consumer scanner and just as you stated, a radio with no microphone and most likely setup by the agency for media use and has transmit disabled at the codeplug level, but still affiliates with the system(s) it's authorized on and can be disabled remotely.

As stated above it could be an APX mobile or it could also be an XTL5000. Since Regina use phase 1, it could honestly be either.
I have seen this a few times where a department will go encrypted but a news crew will request a radio to be able to listen to traffic in order to be able to get to a scene early. Just like a normal subscriber, if the radio happens to walk off, it will get killed to prevent tampering to the system. It's possible that the radio was programmed not to transmit or they just didn't include a mic so no one accidentally (or intentionally) transmits.

It's not an XTL, look closely at the top. Longer body, and also uses the larger APX style TORX bolts on the side which won't fit an XTL. I only know based on having put together 300 of these base kits...
Look carefully and notice the lack of a head bridge (not used on an APX dash mount) but required on an XTL. Dead giveaway.

its not a scanner its a commercial two way radio that has the ability to only scan the channels that are programmed into it, nothing else.
It could also be DES-OFB.

Just curious, how can you tell the type of encryption just by seeing the radio? Does the encryption symbol have anything to do with it?
Yes, AES256 will display the symbol and AES256, others will just show the symbol.
