What scanner is best to listen to a conventional p25 channel that is simulcast and the audio modulation in normal radio CPS must be set to CQSPK?

The SDS100 and 200 are the only scanners that handle simulcast properly. Anything else is a guessing game of if it will work.

It can be picked up by other scanners and sometimes be fine, but all depends on settings, antennas, location. The SDS line is the only sure fire shot for simulcast.
