In the context of P25 trunking, a "simulcast" is a collection of physical transmit/receive sites (referred to as subsites) which are all transmitting on the same frequencies at the same time, and together they all make up a "simulcast cell" or "simulcast site", which appears as one single site to radios/scanners.
So you may have 10 of these physical subsites across a county/province, and all 10 of those subsites would have repeaters programmed for the same 10 frequencies. They are all linked together so that anytime a radio keys up, the voice transmission will go out over all 10 subsites at the same time over the same frequency.
