Since when did CUPD become secret squirrel?

It appears to have occurred in the last month or so right around the time CUPD started showing up on the city 700
system.

I have heard CUPD dispatched by the city recently in the early morning hours on the POLICE-1/LAW-1 talk-group
and notifies them to switch over to their channel when CU dispatch is available.

Since the city has all law talk groups except dispatch ENC it makes sense that when CU had their radios updated to
talk to the city it appears they updated their radios for ENC on their dispatch group. CU TAC's were already ENC.

At the end of January or beginning of February give or take a few days. They were unencrypted on January 26th and encrypted by February 3rd.
