Site ID (SID) field in database

In the database, can a single system have multiple (non-simulcast) sites with the same SID?

If you have one system each site must be uniquely identified in the DB. You cannot duplicate the site/system number. When duplication is needed a new system should be created in the DB.

I am confused by this.

You're saying that when there is a system that duplicates site numbers, new systems should be created in the DB instead of changing the numbering so that it could be organized into the DB?
