Site trunking means that the site has lost connection with the rest of the trunk system. You might still be able to communicate with other users on your site, but people on other sites won't hear you.

Also in our county (and most I believe) when the system goes into Site Trunking, Central Dispatch, and anyone else who uses consoles to do their dispatching will not be able to hear people on that tower talking since their consoles are wired in to the system.
In our county when the system goes into Site Trunking, Central Dispatch gets out portable radios and does their dispatching that way. They also make all fire traffic move to one channel and all PD traffic on another channel and only emergency traffic.

Some systems are set up so that certain talkgroups operate only on certain sites.. without getting too technical about it, the subscriber radios are configured to only use site xyz for talkgroup(s) A (and B and C). In a case where site trunking occurs, so long as the site that's in site trunking isn't that site, users can switch to that talkgroup and still have connectivity to their dispatch center (so long as they're in range of that TG, of course).
