Looking at TAFL , 140.640 is across the province . My guess it belongs to Quebec Ministry of Natural Resources and Forestry (MERN in French ) with stations location .

Also hearing 140.040 PL 156.7 today. It's the same radio transmission as the 140.640 frequency as well.

I agree with 802741sf. It is probably the Minister of Energy and Natural Resources (MENR) in the Province of Quebec that you are hearing. I live in northern New Brunswick and I can pick up one of their frequency and I can confirm it is MENR. I often hear forest fire activities.
