Slow Response to Fatal Fire

According to an article I read, there was a 4-5 minute delay in dispatching DC Fire to what turned out to be a fatal house fire because the report was radioed in by a police officer instead of coming through a 911 call. Given that problem, I found it a little ironic that the person in charge of the DC 911 system is called the Director of "Unified" Communications.

In other jurisdictions, I know it is fairly common for police officers to radio in requests for fire or EMS, or for a fire or EMS crew to request a police officer.
