SNACC - New surveillance talkgroup I want to share with the group

I know this talk group ID is not listed anywhere on the radio reference database list, however I have identified it as a surveillance talk group. Just not sure what agency it belongs to. Most of the time it is quite, but is active infrequently.

Can someone help me identify it?

The talk group ID is 36304
