Snohomish County question.?

At the present time I am using 2 non trunk tracking scanners, an older pro 62 and a BC200xlt to monitor the police and fire around Everett WA and the local area. They are not trunktrackers, but I did go Here ,

and entered in all the black 800 freqs into one bank and am hearing quite a lot of traffic, although it isnt always easy to follow a particular call, since the scanners will scan onto any channel that is active. I am wondering is this the best I can do for now untill I purchase an actual trunk tracking scanner, or is there a better way to maybe load the freqs. I under stand that in trunking the freqs are assigned as available to the different talk groups. So maybe I cant catch all of a conversation untill I get a trunktracker.

I think they are still simulcasting on the old conventinal freqs that they have used put them in to the scanner It would be better than trying to follow the 800 meg system
