does anyone know if the san fernando valley uses tone frequncies for instances foothill police if im monitoring them i get no. hollywood dispatch or van nuys dispatch etc. etc. thanks?

Being digital, LAPD uses NAC "codes" rather than the PL and DPL tones used with analog. However, if you're trying to hear only Foothill and not other nearby divisions, you're pretty much out of luck.

Reason for that is that most Code-2 calls and all Code-3 calls, as well as crime broadcasts, are required to be multicast on the frequencies for divisions adjacent to the division of occurrence.

In other words, if you're tuned to Foothill, you will hear the high priority calls and broadcasts from at least Mission, North Hollywood, and Valley Traffic Div, and often for Van Nuys and West Valley depending on the nature of the call.

This procedure dates back many years and is mandated from "on high," far beyond the RTOs' (or even Communications Division's) control. And IMHO a lot of it is a waste of airtime. The official reasoning is that there might be a unit from an adjacent division very close to a hot call, and would know nothing about it. That did happen on an officer-involved-shooting about 15 years ago, so the procedure isn't entirely without merit.
