SoCal Freq Directory - Riverside RRU-4 and question about 31.18

I have a copy of the SoCal Freq Directory Vol.2 and it shows CDF RRU-4 154.10R as a "Future Local Command" for Riverside County. Does anyone know about this and when it might be used?

I also see
31.180 listed as "Operations Net" on some sites. Is that still a valid frequency?

As to the low band freq, I know there is one installed in a radio vault here (there is one North and one South) and looks to be operational but I don't think any field units have them. Mainly for future use I understand. I think it was kind of a dumb choice of frequencies because most every other low band public safety around here anyway is on 42-45 and there are precious few radios that can cover that kind of bandwidth if you wanted to put both in the same radio, and the antenna would still suck. They should have picked something in the 45 range IMO. Plus the antenna for that will need to be like 7 feet long to get good coverage.

The way it was told to me is that some of the mountain top repeaters have the freq while others do not have it. They are waiting to install it on the rest of the repeaters. Unknown when it will go live.
