Is it possible to have scanning equipment in different counties of a particular state that can all be controlled by software and monitored via the internet at one location? If so I need some consulting help and would like some ideas on who to turn to.

Sure. Not only possible - it's currently being done all over the world.

Anyone who's currently doing it. (I think there was a thread on that in the Maryland forum about 3-4 weeks ago.)

I suggest Icecast as the "downlink" side.
