At present, the answer is no. All of the programming software programs for both Uniden as well as Whistler/GRE/& RadioShack scanners are based on Windows.

Also, the various programs available, including Uniden's Sentinel software, do not require the latest & greatest system resources. If you keep your eyes open while looking, you may find an older, previous owned, laptop or desktop PC running Windows that can be purchased for $100 or less. As long as you can connect to the internet, you would be able to use one of them. Watch eBay, pawn shops, and estate sales, where you may be able to get what you need without laying out a lot of cash.
