The fact you're trying to get one software for both, assuming trying to save some $.
imho for the 164 it is so very limited where really no trunked system is out there anymore in Michigan certainly and the country that this radio can get - Trinktracker I/II, I would just program it by hand with the radio itself.

That is just put in anything you're interested in analog by hand through the keypad and go from there.
I,e. Clare fire 154.265, Isabella fire 154.235, etc.

At least for PSREdit300 has a 30 day free trial - PSREdit300 - Configuration Editor for the PSR-300, PSR-400, PRO-163, PRO-164, PRO-97, PRO-2055 and MFJ-8322 Scanners

These two models are VERY DIFFERNT. The PRO-164 is a bank-oriented analog scanner and the PRO-197 is an object-oriented P25 scanner. I have these models and use WIN97 for the analog model and WIN500 for the P25 model. I started using WinSoft products a long time ago, maintain copies of my keys, and so don't have issues like people who are just getting started (or lost their keys).

Having said that; I've had to move my modern scanning over to the SDS-100 because the systems I want to monitor are P25 trunking Simulcast. What I do is maintain my own programming in Excel, and then can "export" it to whatever model will handle the systems/channels I want. Yeah it's a lot of work, but this is a hobby isn't it?

If your desire is to import from RR and upload to the radio (with little or no editing), I suggest you get separate programs for each radio. Others here have posted some good info.
