FreeSCAN, ProScan, or ARC-XT are your three choices.

FreeSCAN does a decent job, but the author no longer supports it. Also, if you have the DMR or NXDN upgrades, or both, FreeSCAN does not support them. It will not import DMR correctly,, and you cannot enter needed information such as the Color Code. There is zero support in FreeSCAN for NXDN.

I prefer ProScan, since it supports a wide range of Uniden scanners, not just a few specific ones like ARC-XT does. Also, the base price for ProScan, $50, includes logging, recording, and remote control via your PC, To get the same things with ARC-XT, you have to go to the "Pro" version at $69.95. However, both have a free trial period, so try both, and buy the one you like best.

Can you get all the programming done ahead of time and then upload it to the scanner once you have it? Absolutely.

Another vote for Proscan. Yes, Freescan is free, but the author stopped supporting it several years ago, it only somewhat works with DMR (using the last Beta version) and doesn't allow you to program NXDN at all, so if you plan to listen to those formats (after purchasing the upgrades), Freecan isn't going to cut it.

Proscan is worth every penny of the $50 cost. You can install it on two computers and run multiple instances and control numerous different Uniden scanners. Support is excellent and the author hangs out here on RR.

When you have Proscan installed and running on your computer...

from the menu bar at the top of the Proscan window click "Support" --> "Manual".

You access the RR download through Proscan, not the RR site itself.

When you have a database file open in Proscan, click on database --> import --> Radioreference.

To import from the RRDB:
1. Go to the menu Database - > Import - RadioReference Web
2. Once the RRDB Import dialog comes up, enter your username and password then click the Connect button
3. Select your State, County, etc.
4. Once you see the system you want to import, click the Get Data button
5. All items are checked by default for importing. Uncheck the items you don't want imported.
6. Click the Import button
7. In the ProScan database, go through all the items to make sure the text tags and other parameters are the way you want them
8. Upload to the scanner
