Software To Email When Fire Call is Received

I am not sure how or where to search for this. When I was surfing the web recently it seems like I ran across some sort of software that allows the computer to be connected to a computer and when say a Fire Tone Out is received it sends an e-mail to a cell phone or pager. I may like to experiment with this. My local fire department doesn't go out very often and I already have a Uniden Bearcat BCD996XT connected to my computer and I am controlling it with ARC XT PRO. So I am thinking if it is just a matter to downloading software, I would like to try it for fun.

I know a lot of towns around me use a company called E- dispatch, they send you a text and then you have to call a number and you can listen to the message. Its kind of expensive, if you find a way to do it cheaper that would be great!
