Solano County Regional Communications System Fleet Talkgroups

In every department of the Solano County Regional Communications System, there is a "fleet" talkgroup. What is the purpose of these talkgroups? What are they used for? What should I expect to hear if I were to monitor these "fleet" talkgroups?

I believe that's the "Announcement" or "All Call" for that department. If the Police Fleet TG has voice traffic, it goes out on all police talkgroups at the same time. Same for fire or public works.

I've rarely seen Announcement or All Call used on public safety systems, even when the ability exists on the user end. I've mostly seen it used on business systems (such as amusement parks or casinos).
