I don't know of any Federal agencies that use the 151 MHz frequencies, but I can help ID the others.

Yup the 164.4500 151.4 has been caught as truckers

And the 151 are likely normal Part 90 Business/Public Safety in your area

151.1375 is a national interoperability channel. It would not be unusual for a federal agency to use that.

Not with 136.5 Hz

VTAC 11/VTAC 36 should be 156.7 Hz, likely a legacy user still on the frequency which is still quite common in many regions

When using VTAC frequencies as repeaters there should be no tone on the output and 136.5 on the input so who knows what the OP really heard.

Ugh yup, I keep forgetting the Rptr is 136.5 and simplex is 156.7
