Sonoma County Sheriff

Today while listening to the Sonoma County Sheriff, it sounds like their channel 4 (Tac/Talkaround) is using some sort of scrambling/LOW LEVEL encryption. Some words are understandable while others aren't.

Anyone else listening to this? Time is 16:10 on August 25, 2015.
