Not sure what the 4000 series is but the low 3000 ID's sound like city services to me.

I've looked up addresses that 4000 have been dispatched to and I'd agree that it is bixby. It is only active sometimes and not full time. 3000-3011ish sounds like city services.

WX5UIF, did you hear any indicators as to which city the services were from?
I don't remember which TG, but there was a solid waste one that was defiantly BA based on address. I have proscan recording this system, so I should go and look and listen to figure them out.
