Can a techinican license operate in the 144.000- 148.000?

I am a scanner person, and the 10M 8M stuff confuses me.... sorry..

No problem, as the others have said it is in the 2M range. Here is a simple formula that you can use to find out what it is -- take the Freq. in MHZ -- or -- the Meter (M) and divided by 300. (300/144=2.08, or 2M, and 300/2=150, round down to 144/148.)
