sound at the start of every transmission

just recently my city police changed TGID's. Another thing I have noticed is a strange tone whenever the dispatcher keys up. ANy ideas what it is? Below is a sample that I recorded.

Sounds like control tones being used so the consoles can transmit. I'm guessing the consoles are located remotely from the transmitter base station equipment.

It's a tone remote on the base.
