Hand-held police scanners that are programmed to pick up the
happenings of the South Bend Police Department will soon be turning
silent for those who own the older UHF system, which most people do.

That's strange. I know taxpayers fund these things, but I didn't know scanner enthusiasts owned the system! And it's interesting that it will only affect hand-helds, not bases or mobiles! lol. Gotta love the media...hehe.

And yes, I know what they meant.
