South St. Paul Police Frequency

Is anyone else hearing (and/or enjoying) South St. Paul Police use of 155.640 MHz? It's been very active for nearly a year now despite no official FCC license (expired Dakota Co. Sheriff frequency). It's hard to pickup in the West Metro so I'm thinking it's not a repeater but car to car simplex using high power (~100 watts). It's entertaining to say the least when I have been able to monitor.

Curious if anyone knows if this is being used to fill in dead spots ARMER can't cover or if it's just a cheap but not so private 2 way talk group to keep the dispatcher "in the dark"? You'd think they would want to use lower power to be more clandestine since it's all wide-band analog and in the clear.

A blast from the past, 155.640 used to be Anoka County Sheriff south dispatch before they went to ARMER.
