Your post doesn't even parse logically.
If the people responsible for ensuring the security of their tactical communications have not yet learned that anyone with a few parts, some know-how, and the will to do so can listen to their radio communications, that is not the fault of the site, the database administrators, or the users that submit the data.
Also, with the exception of low power itinerant frequencies, all "private" (i.e. non-federal government) frequency allocations are
published by the Federal Communications Commission, so many times all you need is a lucky catch on a known frequency.
Strong encryption isn't that expensive any more. It is hard to manage if you don't have someone directly responsible for it, but if the communications are that sensitive they should be encrypted. Period.
The reality is this: unencrypted voice communications in the public-safety bands are fair game for reception. It doesn't matter if they're in the database here or not, regardless, the frequencies are known, or can be discovered relatively quickly.
