The application form to APCO lists the requestor as Tulsa, Echo-1. The only other time I've heard the term Echo used was during the Camp Gruber Katrina communications. ODEM (Oklahoma Department of Emergency Management) called their interoperability platform "ECHO".

Interoperability platforms (which I am assuming by your meaning is synonymous with an interoperability device) do not typically require new frequencies to work. They use existing frequencies used by other agencies to patch them together. Had this been an application for the use of nearby agencies I could see this being an interoperability device, but seeing as these are a bunch of new frequencies, licensed statewide, I am willing to bet that it is a SOW.

Site On Wheels. Similar to the COWs of the cellular industry (Cellular on Wheels). They are completely transportable sites.

I was only going by the fact that they were licensed statewide, but then I saw this morning that they were licensed as temporary mobile relays (FB2T) so i'm getting more sure that this is a SOW.

First time I've ever heard the term "SOW". Usually heard them referrred to as portable repeaters, or, less commonly - "portapeaters". When the Columbia debris recovery was in progress, the ones brought in there were referred to as temporary repeaters.

Thanks guys for the clarification. I was under the impression that we could already do that with our current system. Actually it does make sense that it would be statewide. I wonder if it is conventional or trunked?

Well, the freqs given aren't part of the NPSPAC allocations, so my guess would be trunked. This would appear to be for a completely mobile onsite trunked system that could be taken where needed, something I don't believe the state has had up until now. Certainly a handy thing to have!

ODEM did bring out a "SOW" portapeater....... it had a really funky offest....the funny thing was when they placed it the first time, they had trouble getting it to hear the signals from their handys they eventually had to move it in the middle of an adjacent field. I thought that was kinda funny.

I had the feq's written down but I have since lost the Gruber cheat sheet.
