SpaceX and T mobile get STA for service during LA fires

full release here, the stuff below is the important part.

For the reasons and consistent with the conditions described below, we grant Space Explorations
Technologies Corp. (SpaceX) special temporary authority (STA) to allow SpaceX to provide authorized
Supplemental Coverage from Space (SCS) service to handsets not yet authorized for part 25 service in the
areas affected by wildfires in Southern California.

Under this waiver, SpaceX and T-Mobile are granted authority to permit SpaceX Gen2 satellites
operating in the PCS G Block to connect to non-SCS certified or part 25 certified handsets in the areas
affected by wildfires in Southern California. This waiver will benefit the public interest by allowing
wireless customers and first responders to send and receive text messages, receive Wireless Emergency
Alerts, and send and receive limited data.

What protocols would they be transmitting, though? SMS? VoIP based ones such as SIP/RTP, etc?
I am also a bit curious as to why its non-authorized or non SCS certified for part 25 service...seems sus.

There was no Part 25 application of the T-mobile handsets since they are standard cellphones and the Part 25 service didn’t exist and is a new development for a cellphone. It is an STA that comes with lots of rules and must immediately cease operations if interference occurs. This is a standard FCC practice for experimental services and is not “sus”. Google it.
