You don't say where you are. The 70cm band in the US is allocated to ham radio use on a secondary basis. The primary users are government radio location services (radar). You will hear interference from these sites. The signal will vary as the radar antenna rotates. Its not spam. The high power PAVE PAWS radars restrict amateur operations in the San Jose CA area to just a few watts or have forced some repeaters to shut down.

Lots and lots of data on that freq from wireless weather sensors like temperature and rain devices in the USA. Have one at my house near that frequency. Cant answer for rest of the world but wouldnt doubt it.

This is interesting 433 Mhz is NOT an ISM band in the USA. I always found it odd that stuff is allowed to operate in the USa there, yet it supposedly is not legal to do so.

Not to beat this to death but most certainly legal in the USA under Part 15 FCC Rules. I sure hate that it's there in a part of the 70 cm ham band though.
Here is a link to the FCC ID database for the approved device I have which is a remote temperature sender on my back porch.

If I had to label any type of transmission SPAM. It would be the ones similar to the likes of the CB radio crazies that crank up 2kw of power and start preaching without letting anyone get a word in edge wise.

A constant transmitting signal that could be licensed to do so, and is not necissarially spam.

Keep in mind that 433Mhz has a LOT of stuff on it. different weather sensors, militarry, FRS and GMRS are just above it at 466MHz, sensors in cars use it, remote car starters and alarm systems use it (most have moved up to 900+ Mhz but some of the older ones are in the 430Mhz band.) lots of Ham radio operators (not sure about becons here I would have to look that up). Wireless doorbells, garage door openers, lots of license excempt stuff in this range. HAMs are definately decondary users here, some have the ability to make more use of it than others, depending on the geographic.

The signal you hear is likely RADAR.

In Austria there is an Band Plan who everyone have to use the that frequency.
So that spammer send betweet them so that mean it could be just Hamradio and no other Service can be there.
So what kind of Software can help me to read the data?

Its unlikely a HAM if it is 433Mhz
See page 12 here http://www.wia.org.au/members/bandplans/data/documents/Australian Band Plans 140820.pdf
Your ham band falls between 144.0Mhz - 148.0Mhz right smack dab in the middle of the UHF band, where amateur operators are secondary users.
133Mhz falls out of the 2m HAM band, so it is likely a licenced primary user of the band.

As for software to read the data, it depends on what the modulation scheme is and what mode of transmission it is, there are 1000's of combinations, and if the signal is encrypted it may be illegal for you to try and decode it.

Are you sure about 144 MHz being UHF? :D

HAHA sorry my bad, VHF. That's what happens when I try to make posts quick on my breaks at work :p I got totally messed up on that post I wasn't even looking at the right band :p It very well could be a Ham in 70cm at 433Mhz, maybe a beacon?
