SPCA and Humane Society Frequency Change?

Hey, Wondering If just me or everyone has this problem?
when tuned to the SPCA Freq 153.38000 with tone 031 DPL, I get a receiving signal sometimes but no audio, not even static.
The same happens with the Humane Society at 151.89500 with tone 167.9 PL.
Did these Frequencies change or did the tones change? just wondering because I've always been interested in these organizations and would love to listen to their COMMS.

The NJSPCA uses the NJSP 800MHz trunk system, and has been for years.

Where did you get those frequencies from? I heard 151.895/167.9 a few weeks ago quickly but wasn't able to identify it from the one transmission. Neither appear to be licensed to the state, SPCA or Humane Society.
