Either every day or every week, I hear radio tests on SPEN 1 and 2. Now, the signal on SPEN 1 comes in very clear, is in CSQ mode, and has no DTMF ANI (or any ANI at all) at the end of each transmission. I hear it simlucasted on SPEN 2. That simlucast comes in very weak, has a 131.8 Hz PL tone, and uses DTMF ANI at the end of each transmission. Now, why are these radio checks on SPEN 1 done in CSQ mode and why are they simlucasted on SPEN 2 (or it may just be the other way around)?

I hear them in Atlantic County, I believe it is SPEN 1 and it is coming from Buena HQ.

According to the RR database SPEN 1 is supposed to be 131.8 PL and SPEN 2 is CSQ (I don't know this from experience though, never bothered with tone on spen).
As for the simulcast, is it possible that some municipality is doing that for some reason? That's the only thing I could think of, especially since the signal is so weak. I've never heard anything on SPEN 2 and I'm also in Atlantic County.

spen 1 is entirely simplex.all base's/mobile's/portable's should be programed with both tx./rx. of 131.8.the reason you receive the different signal's is because different station's do the spen test.today i heard morris county communication's testing with all town's in morris county.spen 2 if i'm correct <think i am> is supposed to be in csq. <i don't think some town's got this right>.spen 4 is supposed to be mobile's/portable's only <however a few entities violated this.> spen 4 aka jems 4 in some circle's, is supposed to be 131.8 tx./csq rx. also i know of at least one town that used a different pl for spen 4,and used it for chit chat.spen1 has has been used by some town's for chit chat and coffee order's.the njsp take's a dim view on doing that.given the amount of horse doo doo that goes on,on spen anyway,who care's ?.

I'm in Morris and I do hear their SPEN tests and it doesn't really come in that clear.

SPEN 2 is a National Police Frequency; so set up in CSQ mode to allow for interstate communications as well as comms between other state and federal law enforcement agencies.

What would be the purpose of transmiting a PL when there is no PL on the receive end? It's our state of confusion NJoisy.

NJSP tests SPEN every morning with other NJSP locations. The originating location seems to rotate through various stations.

I do hear the Morris County SPEN roll call on SPEN 1 as well as the NJSP Troop B daily roll call also on SPEN 1. Now I have heard frem time to time transmissions received on SPEN 2 (in csq) but the dispatcher talking is saying "...to all surrounding towns on SPEN 1". Since I have a PL of 131.8 programed for SPEN 1 I couldn't tell you if the transmission was also being sent out on SPEN 1 in csq or not and also being simulcast on SPEN 2 for some reason.
Addiotnal note on the above is that even though Morris County conducts a SPEN 1 roll call, it's rarely used anymore as most in-county agency to agency tranmissions are on the MIRS-1 talkgroup on the County TRS and SPEN is only used for communcation either out of county or with the NJSP.
But hey, this is NJ..anything's possible!
