I've been looking into a sun sync satellite called sprout

It appears to be attached to ALOS-2, however what I'm trying to figure out is weather or not it's active and if it is how long would a sun sync sat be within view to hear the downlink?
I know Fox1C is coming out later in 2015 and I'd like to use this satellite as a way to get an idea for how long it would be in view during a pass being that it's a different orbital pattern than what I'm used to.
