"SPTAC"?

There are (supposedly) four "SPTAC" 700MHz simplex frequencies on I-deck channels 13-16. I believe they are 765.15625, 765.21875, 765.65625 & 765.71875. What is "SPTAC", what are they used for, and what mode is used?

The entire 700 MHz band is digital only, no analog on public safety in this range so the demodulator mode is easy as for actual use, someone needs to listen to them and actually see if they are interops and if they are even active.

The name sure sounds like special TAC channels but for what true use is unknown.

765 MHz is down in the broadband D block, so I don't think those are the proper frequencies. If they are correct, I don't know what they'd be doing programmed into a portable radio. (In a mobile radio, that might make sense, if connected to a video cam.)

There will be and is Analog, mostly on Simplex Frequencies and Pac/RT use

Actually there are a few users (early 700 adopters) using the original 700 narrowband channels, which started at 764. They would be moving up when PSBB is deployed.

I was scanning my *analog* Sony TV a month or so ago and caught what sounded like LEO or some kind of surveillance going on- voice traffic, in the clear on or around TV channel 61. Pretty surprised to find analog voice traffic going on so I guess it IS still used?
