is there ever anything clear on the investigative channels or are they 100% full time encrypted?

have heard the odd filature (surveillance) on there, and a few raids. but normally most is encrypted. there were using 1 of those channels during the problems downtown (canadiens hockey) between the Helicopter and comm ctr.
