These frequencies are called birdies they are created in the scanner they are just noisy channels or interference. but to help you more I need to know what your listening too

Remove the antenna and see if the noise goes away. If it does, you have something interfering with the scanner. Unplug any electronic devices in the area. USB switching power supplies are notorious for causing wideband interference. Squelch should normally be set at 2 on the BCD325P2.

I am just listening to county and city law enforcements and ems.

Most of the conventional frequencies in Putnam County, including Cookeville, are DMR. Putnam County, Tennessee (TN) Scanner Frequencies and Radio Frequency Reference You will need the DMR upgrade to be able to monitor the county. That may be the reason for all of the noise.

Move away from sources of RFI to eliminate that as a possibility (same thing happen outdoors?). Were you ever able to monitor your local agencies after performing the DMR upgrade or is this something you just tried? If said "static" sounds like this (turn volume down) then either you did something wrong with the upgrade or there are errors with your programming.

The DMR was purchased as an upgrade with the scanner. I had the scanner programmed remotely by the company. This was a Christmas present so I know nothing about programming these scanners. Do you think the programmer did not use the upgrade?

And this is why most on here will recommend against having the retailer program a scanner for you because there is no avoiding the owner from needing to know how to program it. I realize this may have been a surprise gift and you didn’t have input on the process, but you might as well accept the fact you will need to learn to program it.
