All I can tell you is when I installed an ST-2 antenna about 40' in the air and connected it to my BCT15X, the difference I noticed was night and day from using the stock antenna that came with the BCT15X scanner.

I was picking up frequencies 10-20 miles out with the stock antenna at maybe 3-4 bars signal strength, higher if closer.
After I installed the ST-2 antenna, I was picking up frequencies 50-75 miles away at 4-5 bars signal strength.
As far as whether turning the ST-2 antenna helped in picking up better or not, I live in a mountainous region so I just "pointed' it towards the area with the least amount of mountains. haven't touched it since and I'm quite happy with the performance. The ST-2 has been up for about one year now with no problems.
It is quite tall/large though.....

I haven't used a discone....

EDIT: I even connected my new BC125AT handheld to the ST-2 antenna and it performed great.....
