St. John’s county fire not being picked up on Apx

I was programming an Apx 6000 for a customer in St. John’s County
He is unable to receive St. John’s County fire and Jacksonville fire
Everything on the code plug matches to Radio reference with the sites and modulation and talk groups and P25 CH IDs
He is able to pick up the talk groups on both systems on his scanner, but not the Apx 6000

Can someone advise anything that might be causing this? Thank you

I am going to reply in a non-snarky way, so don't take it personally.

there are a myriad of reasons why this is not working. One improper setting and it won't work. One improper setting and the sys admins (especially in St Johns) will stun/inhibit the radio.

without a detailed look at the codeplug, no one can give you a good idea of what is wrong.

that said, I am not a fan of posts like this where radios are apparently being programmed onto systems without the knowledge of the sys admin(s).
