No they are not. The RCMP outside of St. John's are using their P25 system as linked above.
In St. John's both RNC and RCMP are using EDACS Pro-Voice.

How come the Radio Reference Database is out of date in St.John's Newfoundland? The database does not say anything about Provoice only says its a edacs AEGIS and analog.. I wish someone would update the information for St John's Newfoundland..
Updates would need to be submitted so the local admin can make changes.
