At 7:15pm, a man took 4 hostages (1-woman, 3-children) into an apartment, but released all of them 30-mins. later.
S.W.A.T. has been communicating with him & is known to have a handgun.
Automatic phone calls advised citizens to "stay inside & lock doors" "stay off phone unless an emergency."
