Starcom21 and the new cook county site

with the merge of the Cook county SZ system into starcom 21 as a seperate smartzone site, will other non-sheriffs office users such as ISP radios affiliate to this site or are they restricted to the original cook north and south sites.

In other words, is this site restricted to just the users of the former type II system or are all starcom users able to roam in and out of it? is it nessesary to include this site and its control channels in a radio to get accurate coverage for ISP talkgroups around chicago, ect?

I have monitored just to find that out myself and for me,no ISP radios on the Cook zones and vise versa!!
