I see it's labelled as a Phase 2 system. Does that mean that absolutely all locations are phase 2 and a phase 1 scanner won't work? Does it go by the talkgroup, radio, or the tower?

If ONE radio is affiliated with the system that's still Phase 1, a Phase 1 scanner will receive the system.

Oaklawn "talkgroups" in Cook Co Starcom21 listings are listed as "D" meaning they're phase 1. T = Phase 2 if I remember the listings. Starcom21 isn't exclusively Phase 2, If you have a phase 1 scanner you'll hear all the Phase 1 talkgroups. They listed the Statewide SYSTEM as Phase 2 capable a while ago.
