My parents live in South Souix City and they said STARCOMM went all encrypted, is it true? If so what can they listen to in conventional channels? Thank you very much.

The STARCOMM system has shut down their old system controller and migrated onto the new state of Iowa system. That means you need to re-program the system ID in their scanner.

Not really. If you have Starcomm currently programmed as a stand alone system, you need do nothing other than make sure you have the talkgroup search or wildcard enabled since all the TGIDs have changed. No changes in frequencies or tower sites. Some talkgroups are phase 2 only and most of the others are dynamic (can be either phase 1 or 2 depending on what radios are affiliated at any given time).

All law enforcement talkgroups (except North Sioux City PD) are encrypted. Ops talkgroups for fire, ems are not.
